Court orders Sindh Govt to grant time scale to Sindh college teachers

KARACHI: Sindh High Court has ordered Sindh Govt to grant Time scale to college teachers by approving such summary and submit it in the court within fifteen days. . During the hearing a contempt of court application filed by SPLA Coordination Committee the court showed anger and grave concerns over Secretary College Education for not granting time scale to the college teachers. The Additional Secretary College Education assured the court that the government had already peppered such summary and sent to CM Sindh for the approval following the court orders. The court directed him to grant Time scale to Sindh college teachers and submit the approved summary for the time scale to the court on 9th December, 2020. The honourable court in its judgment order said, “On last date of hearing Mr. Shehriyar Mahar AAG submitted that In compliance of the order, summary dated 04.03.2020 has already been moved to the worthy Chief Minister for approval of time scale and he requests for four weeks time for filing compliance report. Despite reasonable period granted, no compliance report has been submitted. This is a fit case in which contempt notice could have been issued to the Chief Secretary and Secretary Education but today Mr. Faqir Muhammad Lakho, Additional Secretary (Colleges) submits that much prowess has already been made and :awl committee meeting which was convened on 04.11.2020 the recommendations have been made. We have no hesitation to point out that the respondents are mixing the time scale with Four Tier formula which is totally a separate issue. Once the time scale is granted. for future the Four Tier formula may be formulated for further progression for lecturers. It is astonishing to note that some of the petitioners present in court informed us that they are stuck up in one pay scale for last 20 to 32 years which is really very distressful and some efforts should have been made by the concerned department to ventilate and alleviate their sufferings. At the request of Mr. Faqir Muhammad Lakho, Additional Secretary (Colleges) and as a last chance, we are giving fifteen (15) days’ time so that the summary for granting time scale should be approved and we again reiterate that time scale should not be mixed up with Four Tier formula which has distinct features. For further proceedings matter is adjourned to 09.12.2020. The Additional Secretary (Colleges) is directed to coordinate effectively with the Chief Secretary, Sindh for the approval of summary by the Chief Miniser, Sindh.”

On the other hand the chairman SPLA Coordination Committee for time scale Prof Anwar Mansoor has congratulated the college teachers on such a historic victory.
